Perkins V Accountability: Introduction

The Strengthening Career and Technical Education Act for the 21st Century (Perkins V) builds on the previous Carl D. Perkins legislation with the same emphasis and focus on the academic achievement of career and technical education students, strengthening the connections between secondary and postsecondary education, creating a pathway for students to enter the workforce, and improving state and local accountability. This new Act also places a high significance on disaggregating data, allowing states and eligible institutions to identify equity gaps and develop strategies to close these gaps.

Each state is responsible for developing an accountability system that assesses its effectiveness in achieving statewide progress in career technical education. State and local performance is measured bythree core indicators for postsecondary education (Colleges and Ohio Technical Centers):

  • 1P– Post-Program Placement
  • 2P– Earned Recognized Postsecondary Credential
  • 3P– Non-traditional Program Concentration

The data utilized to calculate the three core performance indicators is retrieved from the Higher Education Information System (HEI). This document contains the detailed explanations of the postsecondary procedures.

State Performance Targets

State performance targets for each postsecondary indicator have been approved by the U.S. Department of Education's Office of Career-Technical and Adult Education (USDE/OCTAE). Local eligible institution targets are then negotiated between ODHE and the institutions. All state targets are based on a state baseline that combines the Colleges and OTCs performance measure data and then uses an average to determine final targets.

Perkins Performance Improvement Plan

The Strengthening Career and Technical Education Act for the 21st Century (Perkins V) requires that recipients meet at least 90% of the local performance target for each indicator.     Perkins IV - Performance: Introduction

    The Carl D. Perkins Career and Technical Education Act of 2006 focuses on the academic achievement of career and technical education students, strengthening the connections between secondary and postsecondary education and improving state and local accountability.

    Each state is responsible for developing an accountability system that assesses its effectiveness in achieving statewide progress in career technical education. State and local performance is measured byfive core indicators for both postsecondary and adult workforce education:

    • 1P1/1A1- Technical Skill Attainment
    • 2P1/2A1- Credential, Certificate or Degree
    • 3P1/3A1- Student Retention or Transfer
    • 4P1/4A1- Student Placement
    • 5P1/5A1- Nontraditional Participation
    • 5P2/5A2- Nontraditional Completion

    The data utilized to calculate the five core performance indicators is retrieved from the Higher Education Information System (HEI). This document contains the detailed explanations of the college calculation procedures using reporting year 2016 as the example.

    State Performance Targets

    State performance targets for each indicator inPostsecondary and Adult are negotiated with the U.S. Department of Education's Office of Vocational and Adult Education. Local targets are then negotiated by the statebased on the the state-leveltargets.

    Perkins IV Postsecondary Performance Reports

    Postsecondary statewide and local Performance Reports consist of technical skill attainment, credential attainment, student retention or transfer, placement and nontraditional participation and completion.

    Due to the Higher Education Information System (HEI) campus reporting format, performance measures reports are based on the previous year's data.

    OTC Performance Reports

    Ohio Technical Center (OTC) Perkins IV Accountability began in FY09; there was no legislative requirement for OTC to set targets for Performance Indicators in FY08.

    Perkins IV OTC performance reports will include:

    • technical skill attainment;
    • credential, certificate or degree attainment;
    • student retention or transfer;
    • student placement;
    • nontraditional participation; and
    • nontraditional completion.
